Rachel is a Chinese-British actress and writer based in New York City who was raised between Brooklyn and Manhattan’s Chinatowns. A British passport holder, she relishes traveling for both work and pleasure. In addition to portraying the Law & Order franchise’s first East Asian female detective, Victoria Cho, on Season 2 of NBC’s Law & Order: Organized Crime, you can catch her speaking hakka (a Chinese dialect) on Black Cake (Hulu), as Trudy Styler’s assistant on F/X’s Pose, or on CBS’s Bull. She’s been a part of the following world premiere productions: Ajax by A.R. Gurney (NY Times’ Critics’ Pick), Women by Chiara Atik (NY Times’ Critics’ Pick), Mary-Kate Olsen is in Love, Fat Kids on Fire by Bekah Brunstetter, and most recently, Doomers by Matthew Gasda. She has performed on stages across America including: Montana Repertory Theater, Cleveland Play House, St. Louis Rep, and more.

As a writer, her play Last We Spoke received the Hearth’s 2020 Virtual Retreat Commission. Her solo show Dear John was selected as part of All For One Theater’s 2022 Solo Collective, as well as for a 2023 Brooklyn Arts Council Grant. Dear John has been performed at IRT Theater (2021) as part of their 3B residency and at the Brick Aux (2023), and at the Museum of Chinese in America and the Brooklyn Public Library. Her short film, Great Listener, screened at Brooklyn Film Festival (2023), Phoenix Film Festival (2023), the 45th Annual Asian American International Film Festival (2022), New York Shorts (2022), and more. She is a 2025-2026 New York Theater Workshop 2050 Fellow.

She is a lifetime member of Ensemble Studio Theatre, and was a member of the resident acting company at the Flea Theater (the Bats) from 2012-2017, under artistic director Jim Simpson, where she produced SERIALS, a late-night episodic play series from 2015-2017. Currently, she teaches on-camera and stage acting at the Lee Strasberg Institute of Film and Television.

Rachel received her B.F.A from NYU’s Tisch where she studied at Strasberg, the Experimental Theatre Wing, Shanghai Theatre Academy, and ITW Amsterdam. She is a proud alumna of Stuyvesant High School. She is a fan of crossword puzzles, dive bars, and 24 hour diners.
